U.S. President Joe Biden has signed a national security memorandum involving the fight against weapons of mass destruction terrorism.

“President Biden has signed a national security memorandum aimed at countering terrorism using weapons of mass destruction,” the statement said.

Earlier, Russian Deputy Foreign Minister Sergei Ryabkov said the U.S. was clearly in the mood to resume nuclear testing.

Russian leader Vladimir Putin stressed that the Defense Ministry and Rosatom state corporation should be ready to test nuclear weapons if the United States is the first to do so.
